Investigatory Stops

     305:73 Sheriff may have violated injured man's clearly established rights if he continued to detain him after determining that he was a victim of a crime, rather than someone who committed a crime; there was a factual issue whether length of time of investigatory stop was unreasonable, and continued after investigation concluded. Eubanks v. Lawson, 122 F.3d 639 (8th Cir. 1997).
