Wisconsin Supreme Court strikes down a city ordinance which cross-trained new police officers as firefighters, and reclassified them as "public safety officers." Local 487 IAFF v. City of Eau Claire, 433 N.W.2d 578 (Wis. 1989).
     City could not appoint a police director who was superior to the chief of police where latter held civil service position. Quaglietta v. Bor. of Haledon, 182 N.J. Super. 136, 440 A.2d 82 (1981).
